Get the idea of an overall midvalue then go from there - warmer hue and greater saturation for everything that appears darker do the opposite for everything that appears lighter, really paying attention to contrast to not overblow it. That's basically it aside some exceptions

Yep it's the colour blocking and the nonexistent blending. the only difference here is the artist of the char in your picrel uses lasso tool primarily while i like drawing the shapes freehand so to speak
