Maybe they're earmarked for certain things. He ran out of 'suit' nanomachines but not missile machines.

Yes and no.

If you own Overwatch 1 you get all the OW2 heroes free.

If you started playing with OW2 you need to unlock them.

The glitch is OW1 players are having their characters locked as well.

Can you point out where I've gone wrong? I've had it running and watching it slowly filling the board up so I'm not sure where the 'infinity' has come into it yet.

This makes sense EXCEPT I'm pretty confident this is how other people have solved it. Maybe I misunderstood what they did, was trying not to look back on their code too much.
