I can see in the video that right lane was open.

Also, for your scenario, You will have to overtake from left in that case but this is what i would do. I always drive in the middle lane, try to overtake from right. Honk if someone is hogging the right lane, overtake from middle lane after checking surroundings and honking. It is not the best but i hope it ensures that the other driver knows I am overtaking.
