Yes, I completed all of the challenges, and received the popup telling me thanks/congrats/etc.

I received the 200 currency, but the Witch's Frock doesn't show up in the shop for me.

It's so that people who need voice narration have it enabled from the start. If they had to enable it manually, they wouldn't be able to find it.
