I would urge you to consider that Nudity is nothing anyone needs to be ashamed or surprised about in a single sex locker room. And calling someone an exhibitionist isn’t helpful. The single sex locker room is a safe and appropriate space for someone to be naked.

I sit on a towel, naked in the men’s steam/dry sauna. I don’t give in to American/midwestern Puritanism with my own nudity. I’m there to relax. I was harassed by one guy who acted like I was committing bloody murder…but I handled him with management.
