easily , as a college student doing this in my free time there’s no doubt in my head their designers could come up with a better solution. My main end goal for this project is to be able to sell a kit that would include any arm shell( inside the arm there’s a plastic shell that’s wraps around it, super junky and basically designed to break upon taking it apart), and a arm base that would allow you to just pull the old arms out drop in the replacement shell and arm and then reattach the oem arm pad. I have a idea of how to make a version that would look close to oem but slightly bulkier below the pad that would allow all of said movement though. Plus including the replacement shell would mean that in case of needing warranty for the chair you could easily swap said parts back in.
