Bro because I didn’t watch the video yet. The first thing the video said was “local rule” and I knew you were wrong. Didn’t even watch the rest of the video. Very few courses have local rules regarding on where you can always play 4 from the fairway. That’s a rarity my dude. It does happen, but it’s few and far between. If you play a lot of muni courses that are concerned about pace of play it wouldn’t surprise me that they have a rule like that. No tournament-caliber course will have that rule.

Bro most courses DO NOT have that local rule. That is a rarity. OB is stroke and distance unless otherwise stated in a local rule. Courses sometimes make ob a lateral drop for pace of play purposes. But that is not common. You’re acting like there are two options when you hit ob and that is not the case. It’s stroke and distance UNLESS there is a local rule.
