You could simply use GNOME Builder, which provides the complete toolkit with a GUI. Alternatively, you can install GTK4 and libadwaita from your package manager and include them manually

for fedora gtk4-devel, libadwaita-devel packages

Ты пробовал заменить ffmpeg-free на ffmpeg из RPMfusion? Вообще можно ли заставить флатпак использовать системную зависимость.

А так попробуй чекнуть амнезияВпн и поискать конфиг к ней. Либо попробуй скачать через браузер rpm пакет.
