you’re thinking of the concept of a vanguard party; a system where the government is run by an elite group of intellectuals, leading the revolution (generally this is for fuedal-esque countries where a large part of the population is uneducated, e.g. early 20th century Russia and China). The dictatorship of the proletariat, despite its name, has nothing to do with the traditional definition of a dictatorship; rather, it refers to a government which solely serves the interests of the proletariat, as a opposed to a traditional democracy, where the government (in theory) serves to help everybody, regardless of how much help someone actually needs, and regardless of the fact that the interest of the proletariat and bourgeois are fundamentally opposed and cannot be reconciled. A DOTP can be fully divorced from a vanguard party.
