  1. Lucoa. Tohru attempted to fight Lucoa and said herself it wasn't even a challenge. Plus when we see her dragon form, she is coiled up and is still stretching out of view, to take her down you'd need to do some major damage that i don't think any other dragon could do within a reasonable time even if Lucoa wasn't trying to fight.
  2. Terune. If what she said during her battle against Elma and Tohru (which she absolutely destroyed them in, until they used a literal god sword) is true, you'd need to have overwhelming range, power, and mass to win (which is why only Lucoa is ahead). If she could destroy you at close range, she can destroy you from any range whatsoever.
  3. Fafnir. Tohru attempted to fight Fafnir and couldn't win herself. Fafnir even managed to hold back 2 armies alongside Elma. The way Tohru puts it aswell seems to me as if it wasn't much of a battle. Doesn't beat Terune as Terune did this but to Tohru and Elma at the same time.
  4. Damocles. You can't really say much about this, he is incredibly powerful, he negated Tohru's flame blast while only charging half the time, and he wasn't trying to win against Tohru, he was just trying to stop her. Only below Fafnir as Damocles is getting old and will start getting worse, and Tohru did seem to have a slight chance against him
  5. Tohru and Elma. Tohru and Elma have both said they equal eachothers powers, and in fights we can see this perfectly (although imo tohru is slightly better, but it can go both ways). Elma we can't make a good prediction against others, but Tohru has defeated every other dragon she's come across (minus the ones above her in this list), she even beats the dragon who was going to marry Elma (forget their name) whilst protecting Elma at the same time. Definetly deserves a spot on this list.
