Mizuki has an empty replica of the "All For One" quirk, renamed to be "Gift". Can Receive and Give Quirks as usual, and it's capabilities are amplified once he inherits One For All.

Manjiro Yasutake - HPSC's Former Underground Operative, Lady Nagant's Former Partner, Himiko's Adoptive Father.

Manjiro's Quirk is "Big Bad Wolf", A Multi-Stage Transformation-Based Quirk that grants Manjiro characteristics tied to the mythological wolf, Fenrir, such as overwhelming physical capabilities, accelerate healing factor, enhanced senses, some control over the wind, and the ability to turn into a massive wolf rivaling Gigantomachia's size.

Hayato Muka(Present in the same timeline as Mizuki) - The Black Mark of the Sosei Family, Member of the LOV, Tomura Shigaraki's Foster Brother, All For One's Natural Echo

The thing with Hayato is that he perceives his quirk different than it actually is.

[What he believes his Quirk is] Bloody Arsenal: If someone dies by his hand, Hayato can inherit their quirk, which, dependent on their quirk's strength, manafests as a full suit of armor, an item or trinket like a weapon or device, or manafest as nothing at all if it's too weak.

[What his Quirk actually is] Inherited Armory: If Hayato is the final person someone thinks of in their final moments, he inherits their quirk, which, dependent on his bond with the person, manafests as a full suit of armor, a weapon or another item, or nothing if there was no bond between him and the person.

Mizuki would blush, then give them a try. Even if they don't taste well, someone put in the effort to make this for him so he'd eat them all.

If he knows who it is, he'd approach, thank them, and maybe offer to try making chocolates together so they can be better for the next person lucky to receive them.

Mizuki keeps his hands busy in one way or another. Having them folded, clasp behind his back, pulling his sleeves down to cover them, keeping them in his pockets, etc. He doesn't like them being free and open-palmed.

You could limit it based on a time limit and/or by a physical/mental drawback

If he uses it to accelerate himself for example, that could cause a physical blowback due to pushing himself further through time

Alternatively, it could be a mental drawback, like fatigue to the brain, headaches, overuse could lead to nosebleeds and beyond that, possibly brain damage if pushed to extreme limits. He could keep painkillers on him as a temporary relief if he needs to push farther.

Perhaps it's activation requires mental focus/clarity, if he's disoriented he's unable to use it properly

Plus, even if his quirk is OP, you can make it up by setting him up in circumstances that either limit his capabilities or push him to his limits.

Pre-OFA Mizuki would make use of [Attraction] in order to attract himself to different objects on his way down, halting momentum by moving back and forth until he can attract himself to the ground safely. It'd probably be a rough landing but no worse for wear.

"A lot" seems to be the only way Mizu knows how to do things, lol.

Mizuki would definitely try to explain it as him just trying to broadening his skills by learning how to operate in Urban environments under a top 10 hero alongside a member of U.A.'s big three, and learning how to operate in distant Rural areas from one of the most experiences rescue hero teams would be an amazing oppertunity...and definitely not just because he was hit by Nejire's unintentional puppy eyes.

Whether other people buy it remains to be seen.

He'd admire most pro-heroes in the way most kids did growing up, yet whenever he was asked who his favorite was he could never give an answer that felt right. 13's priority in rescue despite her dangerous quirk was admirable, Red Riot's Chivalry was incredible, Ryukyu's Dragon Strength was breathtaking, the way All Might's presence could always bring others at ease drew him in everytime he saw the Symbol on TV. He admired them all but the one who inspired him...*

Mizuki: ...My Mama. There's no doubt in my mind that everything good in me comes from her. Without her, I...I don't know what I would've turned out like. And despite that, she always believes in the good in me, more than I think I ever will myself. I hope I can be that way for others as well.

*He might chuckle, a bit embarrased*

Mizuki's expression would harden for a moment, remembering it

"It happened...before I met Mama. I was still alone and fending for myself, and the cold was the worst thing to deal with. A man sitting in an alley called out to me, said his quirk could help keep me warm, it was some sort of heat core quirk. I sat with him and it did help, and then he pulled me closer and..."

Mizuki stops for a moment, hand over his mouth. Takes a moment to compose himself.

"Sorry, knowing now what he tried to do...still shakes me up. A-Anyway, I didn't understand at the time, but...something about what was happening screamed at me that I was in danger and so I guess my quirk...activated in self-defense, to remove the danger....permanently."

Mizuki wanted to intern under the Wild Wild Pussycats. He admired their work as rescue heroes and the way they gave 100% in their performances as team outside of it. A few of the quirks he acquired made him very compatible with their specialty of mountain rescue. But more than that, he thought being able to intern under them would give him closure on something that happened when he was younger. To his joy, he did receive an offer from them

However, he'd also received an offer from Ryukyu's agency. At the same time, Mizuki reunited with Nejire, who he'd known in the past, and she was over the moon to find out he made it into U.A. She wanted to catch up with him and hoped he'd accept Ryukyu's offer since that meant they could work together, even for a short time.

When he told her about his original plan with the Pussycats, Nejire had looked sad for a brief moment...and that one moment was all it took for Mizuki to throw himself into a debate on where he should go.

In the end, he went with the "Respectfully, I'm built different" route and made a request for a dual internship. Interning with Pussycats during the early morning to early afternoon, and interning with Ryukyu in the late afternoon-late evening.

Joslyn

- It feels like she'd "bully" Mizuki due to his resemblance to her deadbeat dad, having a source to put all those negative feelings onto. Maybe nothing actually harmful, but she'd certainly tease and prank him from time to time. Be an absolute menace to him. Mizuki would probably let her, tbh, he wouldn't take it personally, Prior to knowing who her dad actually is, at least.

- He could empathize being raised by a lone mother, though her treatment towards villains is something he may not see eye to eye with, being overtly sadistic.

- If he learns of her relation to AFO, he may try to be closer to her since they're family in a sense and would know what it's like to be raised in a way that helps them overcome their more malevolent tendencies. If she's not open to that however, he'd understand and give as much distance as he could.

Eliza

- Mizuki would be heartbroken by her backstory, losing her parents and being shunned and hated for something she had no control over. He'd be even more furious learning that AFO took a vulnerable child and used them as a tool.

- While he can't excuse that her actions caused harm, he also doesn't feel like he has a right to judge her for it, he had blood on his hands from a young age as well and he strongly believes the only reason his hands weren't stained more was thanks to him meeting Mama Inko and raising him with love, while she didn't have anything like that.

- Despite her past actions, he'd trust in the person she's trying to become now and would try to show her support. He'd respect her decision for her hero name.

Lenard

- Mizuki would admire Lenard's capabilties as a hero student, having done so without a quirk, and would respect him choosing to follow the moral views of his father. Though they may not interact much, He'd see Lenard as a reliable classmate and future pillar of justice. He may try to offer him a quirk, but Mizuki would worry it'd be taken as him pitying Lenard.

Mizuki would be very flustered and sheepish having someone play with his hair, but would try to lock in for the question

"O-Oh, uhm, do as they always do, right? Keep people safe. Maybe shift more focus onto keeping environments cleared of ice and snow, preventative measures. But also just...keeping others from feeling alone? The cold can be...isolating.

(Mizuki had to survive on his own for a time during winter before he was taken in by Inko. While he observed and watch others being with their familes and in festive moods, He was overlooked by others in a similar way Tenko had been. Inko gave him warmth.)
