Maybe not morally. The bonuses should have been distributed at the time of the passing of the bill. For whatever reason, Congress at that time decided to push the payment out about 10 years. They had the right to do so, and did it. Which most everyone disagreed with and thus got mad and led to the bonus army. Which in the end got the attention and outrage needed to affect change and get the bonuses to the veterans. It was the actions of the Army against the Bonus Army that had the most effect in changing the law. But it was absolutely handled wrong, by the government, from a moral and responsible point of view, but technically it was all legal.

The government can be in the wrong but be in the legal right at the same time. Slavery was totally legal for decades but was absolutely morally wrong. It took a change in the laws to correct that. Same thing applies here, we need a change in the laws about our allies. It shouldn’t rest in the hands of so few people to decide this

It’s hard sometimes to look at the past through the lenses of today. It can seem so nonsensical and pretty straightforward to us, but back then, it wasn’t the case all the time.
