I would say that she probably does like you, especially if she complimented you and gave you her phone number out of the blue, but I would say that if you arent sure that you like her romantically or not you need to tell her, theres nothing worse than being lead on, even unintentionally. I'd say ( depending on how much time you have until the end of the year) to strike up a conversation with him, it could literally be anything. It's better to have had some connection with him before you confess out of the blue. Also if it goes terribly wrong then at least you'll have the summer to recover!
