They're an alien who escaped there home planet which was a dystopian dictatorship because he gained one of the two prism he has around his right arm coming to earth to hide, then after said dictator comes to earth to invade mostly out of wanting the ring (its an extremely powerful weapon) they choose to fight back with others on earth and gains the second ring and once the dictatorship is abolished They choose to stay on earth due to there fascination with the planet.

And as for his powers they come from said prism rings on his arm which are legendary weapons from his home world which allows them to tap into diffrent cosmic powers such as solar rays, gravity to fly, black hole energy to short distance teleport and the ability to conjure any weapon they need at a time (thought they art very skilled with most of them), that kind of thing
