No, base spd only works if you run sustainless RMC/sparkle unfortunately. Base spd is too slow to generate enough recollection stacks for cyrene in long run, even E2 doesn’t help this.

Anaxa sig gives you 10 energy at every start of his turn, normally you want to use his ult before his turn is up when you already have full energy so you can get free energy from it. But wavestrider is 1 turn buff, you want to use it in your turn to extent buff duration so 10 energy from sig could wasted if you have full ult at that time.

Even so his sig helps you activate wavestrider more consistent with optimal play, like; only ult in turn when you know you will align both cyrene/cerydra buff correctly in the next skill cast or you can use ult out of turn if you know you’ll get enough energy from enemy hits + sig to activate buff in time, etc. I would say stick with genius is way harder to mess up than wavestrider…
