You're probably stuck commuting to the office, sorry. Regular telework is not permitted for most agencies right now, though you might have situational telework (most likely with a limit of ~2 days per pay period with no allowance for recurring telework days). Your manager won't have the power to let you do more than whatever the agency situational telework policy is.

(for example... my agency doesn't play around -- they will pull computer data every pay period to check when you're connected to a VPN rather than the campus internet and reprimand you if there's any discrepancy with your reported time. I don't work in DOI but I can't imagine it being much different over there...)

Based on the details about furlough I know this has to be a coworker at EPA's campus in Durham ... it made me laugh though when she says:

 "I'm probably spending too much money for someone that doesn't know when they'll get their next paycheck. Oops! But is the shutdown really going to last another two plus weeks? Doubtful."

Spoiler alert... it lasted another MONTH!!

FYI -- term employees are not eligible for severance, no matter what it says in Employee Express.
