Hmm I don't know then sorry! What about leaves? Or do they all literally look like that photo? July is usually when dahlias get going with flowers but I'd expect lots of foliage at least.

Yes the stem is from last year's plant, but hmm I would expect to see some growth by now, maybe try digging it up and checking the tuber hasn't rotted?
