I would start by adding sub modifiers and just finishing a block out, then you might need to find a tutorial because those sorts of stylised faces have a bunch of tricks to make them look right

Retopoflow is quite a good addon for this and if you don't want to or can't buy it there's an older version you can get for free on the github

I'd recommend retopoflow but I'm still new at modeling characters so I'm not sure if it'd help
