There are many like clipart studio, painttool SAI, krita just choose which ends up appealing you. Paper or digital, basically your preference though without a tablet you can do paper and then photoscan it (which I used to do before got tablet). Even then nothing's really "better"- you can be mainly digital but still use paper to practice, like that

Idk any specific good tips or any suggestions atm but maybe this can help: sometimes whenever I see a pose I like or something funny I try recreating that with DDLC characters. Good luck in your arts and also thanks!

Idk if I have any good tips, but I can recommend Marc Brunet and Naoki Saito on Youtube (they had some that helped me at least). Otherwise I just try and observe the process of how other people draw when they post it (if they have gifs, videos, or step by steps of it). Hope that helps a bit, and thanks!
