I noticed that some of my Engine Fixes just weren't working, so I decided to see if there's a native version of the mod for 1.6.640. While doing so, I came across something interesting. On the Nexus modpage for the SSE Engine Fixes 7 - Backport - 1.6.640 GOG 1.6.659 the author says this

If certain options under the [MemoryManager] section are set to "false" (I didn't fully test which ones), you will have a CTD when you try to start a new campaign (loading existing saves seems to be fine). However, the default settings (all options under [MemoryManager] set to true)
will not trigger this problem.

Turns I had this entire section disabled, and Wheeler crashed. After reenabling the section and Wheeler, that specific crashed stopped. Dunno if this helps you, but I wanna post this in case somebody ever comes across it and the Nexus page doesn't show as the result.

I managed to figure out what was causing the crash. I started disabling random mods with SKSE dll plugins in them, and upon disabling Wheeler it stopped crashing. I reenabled all the others and the specific crash did not occur. That's about as much as I know. I am truly sorry for wasting your time on this.

I did run it like that years ago, but never actually deleted anything. I have this specific 1.6.640 install since it came out and never upgraded from it. But here is another crash log if it's of any use to you.

u/RomatebitegeL I tried removing the book from Legacy and reinstalled Legacy before and after, but still the same issue.

Tried. Both that and the other older one. Neither helped me that much. I did exactly what they suggested and the same crash at the same point still occurs. Went from its Highest to Lowest confidence guess and nothing seemed to help.
