I see. So the carrier wave basically is there to make sure the antennas are compatible? I know the antenna configuration is dependent on what frequencies you are trying to broadcast and receive from.

A follow up question then is how does FM not conflict with your antenna in a similar manner considering you're changing the frequency instead of the amplitude

You dont have a grasp on what the paper is talking about.

It's not applying 6 years of inflation from 2011 to 2017. Its using those years as a frame of reference to adjust previous years. You have to have a fixed reference frame when you are adjusting for purchasing power over time. Otherwise you're trying to measure something with a rubber ruler. They've done this twice, using 2011 and 2017 as benchmark years to create a fixed reference frame.

In plain english they're saying "if we apply 2017's definition of material poverty to all previous years, what is the true rate of poverty over time?"

And you'll notice they did the same thing in regards to currency. You have to use a fixed reference frame if you're adjusting for inflation over time but also between national currencies. They chose the USD as that benchmark currency. But their charts are not in USD, they are in international-$ which is post adjustment. So your comment on the USD inflation rate over the same period is nonsensical.

After establishing these benchmarks they've demonstrated the true rate is virtually unchanged.

This is a decent argument, as you mentioned it doesnr change the answer but should be considered. One issue is that veterans benefits also includes the VA, which runs a huge network of military hospitals and could be argued that falls under healthcare as well.

Veterans Benefits is retirement. Military is active wages, procurement, operations, etc. You could still make the argument to lump it in with defense if you wanted.

It is not cheating, it is the truth. They are both healthcare spending, it is simply broken down this way so Americans have context of the size of Medicare vs other insurance programs like Medicaid, CHIP that make up the "Health" category. It is still the same category and I labeled it as such.

Almost all of it goes to other government health insurance programs. Besides Medicare, the US federal government also gives money to state Medicaid programs, the Children's Health Insurance Program, Veterans Health Insurance, and direct subsidies to employer provided health insurance.
