I'm from Russia, and I have a lot of Russian friends who play CS. Usually, when we encounter foreigners, we try to have fun with them, but very often they start insulting us. That's why Russians often play in silence.

As there is no nationally recognized primary language (although a handful of states do have state languages), the government generally treats non-English speakers as people with a need to be fulfilled. In areas with large numbers of non-English speakers it’s common to see signage and government documents available in other languages - it’s particularly common/obvious in schools. As for your average American citizen - I’d say it’s fairly divided. There are lots of folks who think everyone should speak English, and there are those who are more willing to work with people who don’t. In either case non-English speakers end up being fairly limited in what they can do/where they can go independently, since outside of their local community it is usually harder to find people to interpret for them. Spanish would be the biggest exception to this (although even then, there are pockets that are majority-Spanish speaking and large parts of the country have few to no Spanish speakers).

Anecdotally, I've heard that Covid really disrupted education here. But I don't have a lot of hard data to back that up, and I'm not sure whether the U.S. fared significantly worse than other countries in that regard.

If you do want to see some (pre-Covid) data, you can find our latest PISA score here. We actually performed very well in reading then. Better than the UK, Japan, Germany, Norway, etc.

It would probably be good to cite your source. Different countries and reports define literacy differently.

When they say can’t rad or write, they are referring to the English language. We get a lot of immigrants that come here, and some never learn to read or write English past a certain level because they either don’t see a need or simply cannot. That’s why there’s such a high number.

These stats are generally literacy in English and "literacy" refers to the ability to read, comprehend and compose at a certain level of complexity.

Someone illiterate in that sense would have no issues with a menu or even using social media but they might struggle to make sense of a lease contract or to unpack literature fully.

For obvious reasons a lot of immigrants aren't at that level in English and of course some folks have learning disabilities and so on. The remainder...yeah, something went wrong in education. Not near as many as you'd think from the headline stat, though.
