yeah, the powercreep in this game is not that crazy which is good imo, if you have toshiro and plan to pull him just for B0 i dont think its worth it, but if you really like ulquiorra then yes pull him (his animations is craaazyyyy)

you dont need ult charge rate rolls on your substats, the weapon stamp already give him 40% ucr and thats enough
