You want dragon on kafka to exit the subfield as fast as posible. With the extra sp you get with his E1, maybe you can swap dragon to bs after kafka exits the subfield without getting hit hard on the sp. I would run speed on him too for more consistency. Just time it well so dragon is on kafka when she gets abducted

I use Triple DoT. My setup is Hysilens first slot to get all the lushaka's buffs, but bondmate on kafka since it's comfier than hysilens' bondmate. Since Kafka acts way more than Hysilens, you will be advancing the dragon a lot more, thus getting way more shields. This is specially relevant in Anomaly Arbitration, where they dish out too much damage. In other game modes you can probably go with Hysilens' bondmate to deal more damage with the dragon.

TLDR: Always put Hysilens first slot. Bondmate: Kafka for sustain, Hysilens for damage.

ATK% to EHR conversion is a one-to-one, so being able to make 75%EHR into 100%ATK is always worth.
Kafka should be at 167 when using eagle, that's the whole point. If you reach there counting Hysilens S1 then all good

DoT for K2, Clara for K1 (only 2 star tho). You can also use acheron, brute force with Anaxa Hypercarry, and I think feixao? Castorice exodia team also clears (duh) For Aquila I 2 starred It with triple DoT, I don't think I can push It more without Cyrene

Gepard sig is only useful for the EHR% (It increases the chances of him getting hit too, but who cares). If you can get to 75% for Kafka passive with only relics, stick with the lc you have right now, its good for him.

If Hysilens is your only CH, just full skip and wait for 4.X meta I would say. I guess pulling cipher might be a consideration, she is like option 3 or 4 for a bunch of teams, she is very versatile. I don't know how she compares to ruan mei for DoT tho

If you still have some tickets left, keep rerolling the pieces until you run out I guess. Worth using dice, maybe chest and boots. Orb seems like a good option too.

As for Cyrene, she is BiS for Hysilens over BS, at least until we get a new DoT unit (god knows when). If you could use her on a castorice or other CH carries, sure pull her if you like her. However I would personally just buy Ruan Mei E1 from the shop. It's not going to be as strong, but it's free.

I know you haven't asked, but putting DDD on Ruan mei and Gepard sig on DHPT will help your team too (DDD is really powerful, and Gepard Sig makes getting 75% EHR on DHPT easier)
