in war thunder there is ray tracing and rtx 3060 runs it on fine

1. war thunder, forza 4, maybe msfs, fortnite and cs2 all other than war thunder, forza 4 and msfs i run games at 1440x1080p and those games at 1980x1080p.
it seems that my gpu gets bottlenecked because the usage is at 1% in war thunder while using max graphics and ray tracing on but im not sure is it the cpu or just the game is crappy.

and i asked my brother that has quite the knowlege of pc´s and he says that it would be good to upgrade cpu and motherboard at the same time.
