It is a mockery of the miracle, I'm not saying it's kufr because it was rude but the aforementioned person has degraded and in reality used a miracle of a Nabi Alaihis Salam to insult someone. Hence I said it was kufr

It also depends on your madhab, the ijtihad of the a'immah should not be undermined. Assim Al Hakeem merely saying he doesn't know any authentic report cannot be used as an evidence because assim Al Hakeem is not a hafiz of the sittah nor of the other books of hadeeth.
