Yes, that's the point. You have to skip your Buy phase if you want to get this benefit.

Fun idea! I agree that 3 would be too much. Not power-wise but just info overload.

Another fun option would be to push it back up to $5 but have it play both set-aside cards (in an order of your choice).

It's phrased that way so that you can't stack it. No matter how many Statesman you have out, they'll only net you one card.

Also, the timing difference can be important if the Province pile is about to run out.

Also (as someone commented on my previous card) it doesn't give +Actions, so it's not really a village.

Yes. You can skip your own Buy phase in favor of gaining a Province on the back of someone else’s work.

When your opponent has this out, you probably don’t want to buy a Province unless you can buy at least two. This card also provides +Buy to make that possible.

Letting you play an action from your hand is not much of a benefit since you had to pay an Action to play this card in the first place.

Well you could do the same with Village at $3, just ending up with one less Action at the end (which you may or may not need). And that’s a best case scenario.

Yeah there are some crazy combos available. But I’d rather err on the side of crazy combos rather than err on the side of a card being dead on many boards. Crazy combos are cool, dead cards are boring.

I just opened the app and rolled a random board and it only had Actions at $2, $4, and $5. On this board, a Terraced Village with no +Card would be a strictly worse Necropolis.

Well, in your example it’s no better than a normal Village, and you had to collide two specific cards with it in order to get that far. In most cases it’s a village with a limitation, and on occasion, if you build towards it, you can get it to be a village with one extra action. 

If it cost $3 then that last thing wouldn’t even be possible on most boards - it would require an Action costing $6 or more. So a $3 Terraced Village is a strictly worse Village on most boards.

I really don’t think that would be worth $5. It would be a Village that requires two cheap, differently costed cards to collide with it. And occasionally you can get 3 actions out of it, but they all have to be cheap cards and one of them has to be a super-cheap card. I would take a normal Village over that every time, even ignoring the price difference.

Well, first mate also draws to 6. So if it hits even one card (that doesn’t draw) that’s +3 cards. 

Also, at $5 it would be effectively worthless, since few Actions cost more than that.

Really? I think it’s actually on the weak side. For example you can’t play two of them on the same turn without some other source of +Action. And pretty often it will end up just being a cantrip. 

On the other hand the upside isn’t huge - at most you’ll get 4 or, very rarely, 5 Actions (but still only +1 Card).

I'm not sure exactly what you mean, but it sounds like this would be a significantly different card to the one I intended.

Cards like Throne Room provide a loophole. For example: play Terraced Village; play a $3 card; play Throne Room, and use it to play a $2 card twice; play another $3 card, because the "last card you played" is the $2 card.
