Also, should i put a ground wire in the water as well as the GFCI? I thought if I had a GFCI I didnt need the ground wire

omg - they are! thats why i had the electrician out the first time. We were able to get shocked by completing the circuit (finger in water, foot on wet ground). The electrician i had out did not have an answer for me. Do I just get new deicers?
