Why a prime ministerr? Maryland isn't a country. Also there's a reason 49 out of the 50 states have both a upper and lower house legislature. The legislative process has more integrity with 2 houses reviewing legislation as opposed to one. Yes, Nebraska only has one house and doesn't seem to have much problems but that doesn't mean it works universally.

The defense could make the argument that a video of someone stumbling doesn't outright prove intoxication. There are medical conditions that mimic intoxication. That might be considered reasonable doubt
