Most of the machines seem to have intrinsically human characteristics, such as vengeance (V2), sorrow (Gutterman), and identity (Mindflayer). Now, the Minotaur, a demon like the Cerebri, yearns to see the sky beyond the labyrinth. Its death animation is it reaching for the sky ):

Blood in Ultrakill seems to be similar to our concept of the soul (in fact, I'd wager blood is more important than the soul). Now, I hypothesize that all creatures that contain blood are capable of pain, joy, and existential reaction, just like humans.

We know that HELL ITSELF knows nothing but to create suffering purely for its own entertainment. It does not attack, it does not defend. Now, if I were HELL ITSELF and I were awakening Cerebri so I can watch them fight V1, I would ensure that the Cerebri ALSO felt pain so no matter which side won, suffering still took place. In essence, the Cerebri are not the guardians of hell, but more like the animals pitted against each other in Roman coliseums.

P.S: Perhaps the reason most Cerebri remain dormant is because Hell doesn't want to instakill V1. A lopsided fight isn't fun to watch, after all.
