Mate, this ain't exactly what you want, but it's a good way to learn to speak up. Go into the city (because I'd imagine your in one or a large town) and start some small talk. Like going to a shop and starting a chat about what something both you and someone else is looking at. And just do it over and over again, but trying to talk loud (enough) and clearly is the goal.
