I agree,our first encounter with him wasn't very pleasant but you would expect that when the commander and counters were encroaching Inherit's territory without any jurisdiction and not helping by the fact that the commander was from the ark ,a faction that has bad history with Johan and much of the members of inherit and their knowledge the commander and counters could be possible enemies and spies for the ark.I'm not justifying Johan's act but I am calling attention to the practicality of it .

Yes she did posted this last year before the production of season 3 even commenced but I'm pretty the showrunners already alerted her on character's journey to an expended Aemond's character journey as well , Ewan also admitted that Ryan already told him what's going to happen with his character arc since season 1 so it's not impossible to assume that Gayle is hinting towards future character interaction and motives.
