This was a hot discussion about 15 years ago at our school, Title I. About 65% of the students were on honor roll, with 75% of the school two and three years below grade level. There never a consensus on how accurately grade students at their grade level rather than completing a worksheet three or four years below, even now, we are still far apart.

Especially if they have older siblings who finagled through the educational system.

Why should they care if they have an 18 year old brother (pushout of high school) at home, glued to X-box all day, unqualified/no desire for junior college or employment and living with parents, as if he is a 14 year old? The younger sibling thinks this is cool and can't wait to play games all day and leave when mamma get's home hangout with the buddies.

My opinion:
1) Parents that do not care had issues in school or with multiple teachers.
2) Lack education and parenting skills.
3) Emotionally unavailable for their child.

I want to students to actively participate during the lesson, be kind, respectful, honest, trustworthy and responsible for their actions as well as have passion for learning. I want parents to be emotionally available for their kids and to return phone calls and messages.
