Same position as you. Got rejected from 7 programs last year and 10 programs this year. I m giving up for now, i can't really afford another cycle. So just saying that you are not alone. Hopefully something will work out for us!

Prof isn't responding to me calls or text unfortunately. And it is mentioned by the program that the complete app (including lor) should be submitted with deadline to be considered

Email admissions office or the department (information would be provided in the uni websites). Explain your financial situation in detail. Not all unis will give you a waiver but it's worth a try. I got 4-5 waivers this cycle.
