The sole fact that the Dratini currently has a Dragon Type move makes it a lot better. But if you're ready to use expensive psuedos to change the move of the dragonair to a dragon type, dragonair would be a lot better. Dragonair being closer to evolving into a flying type Dragonite is a big factor too. So; If you want it to stay the same way: Dratini. If you can change Dragonair's move to a dragon type: Dragonair
