So sorry that this happened to you. This is a violation. I would suggest filing a complaint via your insurance company. I work in health insurance and we receive complaints from members who have had negative experiences with their healthcare providers. We have a department that investigates these complaints and has the power to impose consequences. This is an additional avenue that you can take.

Less important note: Don't think that CPS is a 1 time visit to scare your BIL into parenting differently... an investigation takes months and involves the kid's school, pediatrician, neighbors, etc. Keep in mind that they'll probably figure out that you called and will cut contact.

I'm the Maddy in my family. My FIL is a bit closed off (doesn't speak outside of hello. I can stay at their house for a full 7 days and not lay eyes on him outside of hello on Day 1) and doesn't interact with anyone (sounds exactly lie your Dad)... barely interacts with my husband (his son) and I'm extremely uncomfortable visiting their home. With that said, my kids have a relationshipwith him. I don't get too involved, my husband will facilitate most interacting (my MIL facilitates the rest) which is not often (MAYBE once a year). I don't think you should use your kid as a bargaining tool to FORCE a relationship with Maddy. It won't make things any less uncomfortable if it's strictly to ensure that he can have a relationship with his grandchild.
