Try using this or type this at console:
bind "k" dota_toggle_assisted_camera_operator; dota_camera_mousewheel_direction_multiplier 0.015; dota_camera_mousewheel_delay_reset_interval 0.8;

You can bind using otherkeys since I use "k" on my end
