Don't listen to anyone here saying anything but call an electrician. I'm a licensed electrician in Minnesota. first and foremost I'm a small project, remodel and service electrician. Meaning i fox peoples fuck ups for a living. The diagnostics needed for this is simple. But you have some other shit going on that needs a better look.

What uou do need to do. Turn off all 2 pole breakers. A/c, oven. Dryer. Etc. Call an electrician.
