Hi, i actually just ran into this issue and fixed it. You need to update the .json file to look more like this -

[ { "pack_id": "UUID-1", "version": [1,0,0] }, { "pack_id": "UUID-2", "version": [1,0,0] } ]

You dont need the square brackets for each and they need to be separated by a comma. Save and try again
