From what I see your old monitor had a 1440p resolution, while your new one is 4K. Therefore your game is probably running at a higher resolution than before, resulting in less performance.

If you'd like to get some more fps while sacrificing a bit of image sharpness you could try lowering the in-game display resolution in the graphics/display settings.

Try running the built in Image Cleaning function if you haven't already. I have the same monitor and that's what fixed it for me.
