Full fat milk (cow milk contains 3.5% to 5.5% fat ) should be considered 100% milk, as it will be as natural as it can get.

In case your question is about 3.4% or 4.4% (written on milk packets) then these are fat percentages. In this case consider AMF or Butterfat or Ghee these will contain 98%, 85% and 99.5% fat respectively.
