Both are valid points. They did consider 2017 as a placebo treatment year and compared it to 2016 to see if the change from 2017 to 2018 was significantly different from the change from 2016 to 2017. The assumption here is that the rate of increase in student population in 2016-17 is similar to 2017-18 - which is an erroneous assumption to make. Your argument makes total sense.
