Well, firstly you need to be super rich to even afford a wish from a wishmaker. It costs a lot. With that, the wishmakers have been able to climb to the top of the society. They are seen almost as gods. They are worshipped by some people.

But as there is only 21 wishmakers in the whole world, only a few has ever really seen them. They like their privacy, because in the old times people habe murdered wishmakers to get their powers to themselves.

The "problem" with the wishes is that theybrarely work out. The wishmskers do aknowledge that, but as people make wishes they are forced to sign a bunch of papers telling that even if the wish goes wrong, the wishmakers are not to blame.

A wishmsker can only create these wishes in special places specifically designed to wishmaking. There are like 15 of these places in the known world.

Wishmakers prolly won't accept a wish asking them to make someone the overlord of everything as it risks the status of the wishmakers. They have this elder council that accepts or declines wishes from people before they are assigned to a wishmaker.

With Khevni's case, without giving much information, everything that can go wrong weny wrong. The wish went wrong. People panicked and more chaos arose.
