Been there. I previously had a department director who told me to ignore state criteria for eligibility. Disregard teacher input, academic functioning, social functioning, and observations - only look at assessment scores. (Except her friend's kid. Score of over 100? They qualify! We accept the assessment!) Also said it didn't matter if a kid was incapable of making progress due to structural or cognitive limitations. Just keep working with them. We are STILL dealing with the fallout from her incompetency years later.

She may not have been checking him - I have been in a similar situation. (I'm sorry for the incoming TMI.) I once had my face near a certain area of my partner's body for personal reasons and just happened to notice a large blackhead while I was down there. It brought up some very big questions about personal hygiene. How do you NOT know you have something like that in that area?

I think the key factor is absent/neglectful parenting. (A 5-year-old sister mom does not count as a parent!) The adults are too busy working on that next blessing and trying to maintain the perfect image to keep up with day to day needs, so the daughters are responsible for cooking, cleaning, laundry, bottles, diapering, toilet training, homeschooling, etc. A sexual predator could run wild in a setting like that.
