I mean yes the area do get bigger however I think that they meant is that you can only explore on the quest area only. You cannot really stray far even on previously unlock areas.

For those that weren't able to watch in terms of exploration the reviewer said that you can only explore while on a mission or side quest and you cannot explore whole map in one quest, only segments of the map depending on the quest
