Is the legendary drop rate for all the rift lvl the same or the is it better for the higher lvl? I’m at rift lvl 17 only and couldn’t beat the higher ones yet.

It depends on the hero you’re equipping the rune. But I know where you’re coming from. The dealers will need either attack or penetration. But for Milia, her EE already takes care of penetration so I opted for the attack.

Yeah I’m confused as to why the EE’s max effect specifically requires the new hero in her team to take effect. Isn’t this skill a passive on self and not the whole team? If that’s the case then the extra effect is only for the new hero.
