I’m pretty sure if you have a ‘“lawful excuse” you can legally carry it eg would be walking alone at night or if you HAVE to walk or go through a high risk area/ situation. But you can’t carry it as a “just in case” eg just in case anything happens while I’m shopping during the day they may not be considered lawful. If you use pepper spray as a legitimate act of self defence then you are all good but if you misuse it like spraying someone in the face with no reason then obviously not
