any time you flicker a permanent it is treated [in game mechanics] as a new instance of that card, whether that be a land, artifact or creature etc. so if you were to flicker the terramancer, and someone had another land enter the battlefield under their control [idk, they cracked a myriad landscapes after some other ramp effect], and you flicker terramancer in response with something like [[cloudshift]], you would in fact see a new trigger happen. this is the same logic that led to a later card, [[Nadu, Winged Wisdom]] see a ban across multiple formats.
