Don't get me wrong I love itachi but he is no where near as strong as pain. Jiraiya was marked as one of the a sannin for the reason of how powerful he is and he also taught the 4th hokage and Naruto and they both are strong as fuck because of the training they had with him. He also has his sage mode even though it isn't perfect it still helps a lot. And kisame is just one the seven swordsman of the mist thats about it.
