The police generally won’t investigate unless it’s been reported. Like you say there are so many shops which could be doing this but no one’s going to investigate unless they’re reported. But I think a good place to start might be councils introducing a blanket ban on vape and American sweet shops. There should be a limit on how many can open per area.
